Meet the Deputy Superintendents

Kirk Black_1.jpgDr. Kirk Black

Kirk Black, Ed.D., has been in education for 25 years. His career has included assignments at many levels of education. He began his career as a middle school teacher at Hill Middle School in the Novato Unified School District, before transitioning to high school at San Francisco’s Galileo Academy of Science and Technology. There, he worked for eight years as a teacher, department chair, multi-sport coach, and teacher union area representative. Following his time at Galileo, he served as Dean of the Freshmen Focus Program at Berkeley High School of the Berkeley Unified School District and then as assistant principal of San Marin High School back in the Novato Unified.

Kirk arrived at the SMUHSD in 2001 when hired as an Assistant Principal of Aragon High School. The following year, he became the principal of Aragon. After six years proving to be a talented and passionate educator, he was promoted to Associate Superintendent of Human Resources and Administrative Services with the SMUHSD and in 2015 was promoted to Deputy Superintendent of Human Resources and Instruction.

Kirk graduated from the Concord Law School with a Juris Doctorate, and received his Doctorate of Education at the University of Phoenix. He lives in San Mateo with his life partner and their three daughters.

Ms. Elizabeth McManus has been Deputy Superintendent, Business and Support Services of the San Mateo Union High School District since 2006. Ms. McManus oversees fiscal services, purchasing, facility use, student nutrition, risk management, maintenance, operations, transportation, construction, labor negotiations and fleet management.  Ms. McManus has been in education for the past 24 years.

Prior to joining San Mateo Union High School District in 2006, Ms. McManus served other public education, nonprofit corporations, and private firms. She is a board member for six organizations.  In addition to her 24 years in public education, Ms. McManus spent 12 years in the private sector and with non-profit corporations including strategic planning for Rockwell International, field accounting for Pepsico and operations for U.S. Sprint. Beyond her capacity as a Deputy Superintendent for the SMUHSD, Ms. McManus teaches a masters class in finance at Notre Dame de Namur University.

Liz received her undergraduate degree from Cal Poly and her masters degree from the Illinois Institute of Technology. She resides in San Mateo with her three dogs and has two grown children.



KindyLee Mackamul_1.jpgKindyLee Mackamul

KindyLee Mackamul began her career working with disadvantaged and incarcerated youth in Riverside and Perris, California.  In 1992, she served four years as the Coordinator of Categorical Projects and Site Administrator for an alternative program, followed by a ten year stint as principal of The Academy (Grade 8-12 Community Day School), and two years as the Principal of Educational Options (Adult Education and Independent Study) in Perris, CA.  In 2006, she relocated to Northern California to serve as the Director of Alternative Programs, and Attendance and Welfare with the San Mateo Union High School District (SMUHSD).  In June 2015, Ms. Mackamul was appointed as SMUHSD’s Associate Superintendent of Student Services.

Mrs. Mackamul graduated with honors with a degree from Campbell University (North Carolina) in Business Administration with an emphasis in Trust and Estate Management. She also has a teaching credential in Business Education.  She received her Master’s Degree in Educational Administration from the University of California, Riverside.  Mrs. Mackamul and her husband Bruce live in San Bruno. Together, they have four adult children and two grandsons.
