Approved Board Policy and Administrative Regulation 7325
At the January 14, 2016 Board meeting, the Board of Trustees unanimously approved Board Policy and Administrative Regulation 7325 (updated March 2017), Stadium Lights and Public Address Systems Project.
SMUHSD Board Approves Stadium Light and Public Address System Project
(Update: July 7, 2016)
At the June 23, 2016 Board of Trustee meeting, the Board approved the Stadium Improvement Project and certified the draft EIR as the final EIR as there were no public comments to the draft EIR. A Notice of Determination was filed with the County Clerk on June 28, 2016, which starts a 30-day challenge period to the final EIR. If a challenge is not filed, the District will thereafter issue a notice to proceed and the project will move forward. Check back for updates.
California Environmental Quality Act
A Notice of Preparation (NOP) of an environmental impact report was distributed for a 30-day agency and public review period, along with an Initial Study, on February 17, 2016. The Initial Study concluded that the proposed project may have significant environmental impacts and that the District would prepare an EIR to address these impacts. The District held an EIR Scoping Meeting on March 3, 2016, at the SMART Center, 789 East Poplar, San Mateo, CA 94401. No members of the public attended the Scoping Meeting.
The District received five letters in response to the NOP. Issues brought up in the scoping comment letters did not identify additional issue areas requiring EIR analysis beyond those previously identified in the Initial Study. However, additional information was added to the Initial Study to address some issues discussed. Please see Section 1.1 of the Draft EIR (link below).
SMUHSD completed a Draft Environmental Impact Report (Draft EIR) for the proposed Stadium Improvement Project. A Notice of Availability of a Draft EIR was published in the San Mateo County Times and filed with the San Mateo County Clerk on Friday, May 20, 2016. The Draft EIR will be available for public comment for a 30-day review period. The public comment period for the Draft EIR began on May 20, 2016 and ended on June 20, 2016.
SMUHSD held a public meeting to consider the proposed project and the EIR at their meeting of the Board of Trustees on June 23, 2016. The Board of Trustees approved the project.
November 2015 Community Meetings
At the October 8th Board of Trustee meeting, the SMUHSD Board approved that staff move forward in analyzing the impacts and possible use parameters of permanent stadium lights in collaboration with school families, students and neighbors. The SMUHSD team held three community meetings in November 2015 to gather input.

December 10th Board Discussion Item
As a discussion item, staff presented the 8th draft version of an administrative regulation and an updated estimated project timeline to the Board of Trustees at its December 10, 2015 meeting. People of various views addressed the Board on this important topic.
October 8, 2015 Board Meeting
At the October 8th Board, after hearing comments from school neighbors and families, the Board approved that staff move forward in analyzing the impacts and possible use parameters of permanent stadium lights in collaboration with school families, students and neighbors. The SMUHSD team is planning three community input sessions – one for Mills and Capuchino, another for Aragon and San Mateo, and a third for Hillsdale.
