Bonds' Citizens Oversight Committee

Measures O & L Citizens' Oversight Committee

The following citizens, who have volunteered to serve on the Measures O & L Citizens' Oversight Committee, were appointed by the Board of Trustees.  They fulfill the requirements of the Strict Accountability in Local School Construction Bonds Act of 2000 that there must be at least 7 members on the committee, 5 of whom individually or collectively represent: the business community, a senior citizens' organization, taxpayer's organization, and/or who are parents or guardians of a student enrolled in the district, and/or active in a parent organization.

The members of the Measures O & L Citizens Oversight Committee are: Simon Mazzola, Mike Loy,  Sherry Haber, Erica Lyons, Wanda Horton, Neal Kaufman, and Michael Kennedy.

COC Charters

Pursuant to provisions of the Strict Accountability in Local School Construction Bonds, Act of 2000, the Board of Trustees is required to establish and appoint an independent citizen's oversight committee for bonds passed by the voters.

The COC Charter for the Measure M Bond, passed by the voters on November 7, 2006, was adopted by the Board of Trustees on January 18, 2007. 

On November 2, 2010, voters passed the Measure O Bond. The existing Citizens' Oversight Committee Bylaws were amended and restated on June 23, 2011, by the Board of Trustees to include oversight of both the Measure M Bond proceeds and the Measure O bond proceeds.
