Minimum Requirements
Minimum Qualifications: California Teaching Credential or 30-Day Substitute Teaching Permit
If you have a bachelor’s degree in any subject, meet one of the Basic Skills Requirements (SAT, ACT, CSET, or CBEST passing scores), and successfully pass the Commission on Teacher Credentialing Live Scan fingerprinting (Form 41-LS), you meet the qualifications to apply for a 30-Day Substitute Teaching Permit. This permit authorizes the holder to serve as a day-to-day substitute teacher in any classroom, including pre-school, kindergarten, and grades 1-12 inclusive, or in classes organized primarily for adults.
Basic Skills Requirements
- Pass the California Basic Educational Skills Test (CBEST)

- Achieve Qualifying Score on the SAT or ACT
Candidates who achieve specified scores on the SAT or ACT that waive the CSU’s EPT and ELM requirements may use these scores to meet the basic skills requirement. Coded Correspondence 15-03 explains that an individual having earned a score of 500 or higher on the Critical Reading section of the College Board SAT Reasoning Test exam combined with a score of 550 or higher on the SAT Mathematics exam is determined to have met the basic skills requirement. An individual having earned a score of 22 or higher on the ACT English exam combined with a score of 23 or higher on the ACT Mathematics exam is determined to have met the basic skills requirement.
Certificate of Clearance
The Certificate of Clearance (COC) is a document issued by the Commission on Teacher Credentialing to an individual who has completed the Commission’s fingerprint character and identification process, whose moral and professional fitness has been shown to meet the standards as established by law. The Certificate of Clearance provides no authorization to provide instruction or services in schools; its sole purpose is to provide verification that the holder has completed a professional fitness review. There is a fee for the Certificate of Clearance.
- Request for Live Scan Service Form 41-LS
Bring the Live Scan form, valid identification along with the processing fee ($77.00) to a live scan services provider; cash, credit or debit card accepted. Your fingerprints will be taken and electronically forwarded to the Commission on Teacher Credentialing. Keep one copy of the live scan form for your personal records.
- Apply for your Certificate of Clearance (COC) online
Instructions on how to apply for the COC are available on the Commission on Teacher Credentialing (CTC) website.
- After applying for your Certificate of Clearance you will receive a confirmation email and receipt and will be informed when the Certificate of Clearance is available for viewing online.
30-Day Substitute Teaching Permit
Supporting documents needed for the application for a 30-Day Substitute Permit Online Recommendation:
- Original official transcripts of your Bachelor’s Degree (sealed envelope)
- Basic Skills Requirement (Passage of CBEST or qualifying SAT or ACT scores)
- Certificate of Clearance (COC): Fingerprint clearance/Live Scan Form 41-LS
