2024-2025 Schedule of Meetings & Agendas

The SMUHSD District English Learner Advisory Committee's (DELAC) vision is that our Multilingual Learner students are loved, supported, understood, and successful in our schools.

Each California school Kindergarten to 12th grade with more than 51 English Learners is required to have a District English Council Advisory Committee.

DELAC's responsibilities include:

  • The District English Council Advisory Committee, or subcommittee on English learner education, shall advise the District’s local governing board (e.g. in person, by letters/reports, or through an administrator) on programs and services for English learners.
  • The District English Council Advisory Committee shall be responsible for advising the District’s local governing board on the following tasks:
    • Development or revision of a master plan of education programs and services for English learners, taking into consideration the Single School Plan for Student Achievement.
    • Conducting a District-wide needs assessment on a school-by-school basis.
    • Establishment of District programs, goals, and objectives for programs and services for English learners (e.g., parental exception waivers and funding).
    • Development of a plan to ensure compliance with any applicable teacher and instructional aide requirements.
    • Administration of the annual language census (e.g., procedures and forms).
    • Review and comment on the District’s reclassification procedures.
    • Review and comment on the written notifications required to be sent to parents and guardians.
    • The District English Council Advisory Committee, or subcommittee on English learner education, shall advise the District’s local governing board (e.g., in person, by letters/reports, or through an administrator) on programs and services for English learners.

All DELAC meetings are on Wednesdays, except where noted, from 6:30 - 8 p.m. at the San Mateo Union High School District Office, 650 N. Delaware Street, San Mateo.

September 25, 2024 Meeting Recap

The first DELAC meeting of the year was held on September 25. More than 25 parents/guardians and educators attended to learn about the Multilingual Student community at SMUHSD and how to get involved in advancing Multilingual Learner student achievement. Our DELAC vision is for our Multilingual Learner students to be loved, supported, understood, and successful in our schools. For those that don’t know, DELAC serves to advise the District’s local governing board (e.g. in person, by letters/reports, or through an administrator) on programs and services for Multilingual learners.
