Measure L
The San Mateo Union High School District wishes to extend its gratitude to the voters and taxpayers of our District for their support of Measure L - a $385 million general obligation bond to make improvements to facilities across the District. On December 17, 2020, the Board approved a bond project list and bond issuance schedule which served to launch projects under Measure L.
Moody’s Investors Service maintains a Aaa rating on Measure L. This is the best possible rating for a general obligation bond and reflects the District’s ability to repay debt. This means Measure L is a solid investment for our taxpayers in addition to being a great investment for the future of our students and their schools.
On May 4, 2023, the Board heard an update on Measure L summer projects.
The latest bond construction projects in the San Mateo Union High School District are highlighted in a recent series of videos just released by the District. Videos produced in English and Spanish feature projects across the District funded by Measure L - a $385 million general obligation bond approved by voters in 2020; Measure O approved by voters in 2010 and deferred maintenance projects. Included in the series are shorter sizzle reels featuring modernization projects, safety-related construction and the District’s athletics facilities. San Mateo High Breaks Ground on New Gym

San Mateo High School Tennis Court Relocation & Baseball Improvements Project
In May 2022, the Board of Trustees approved a Project for a new gymnasium to be constructed on the existing tennis courts at San Mateo High School, resulting in an additional Board approved project to construct seven new tennis courts, two lighted, and the replacement of the existing displaced batting cages at San Mateo High School. Also included in the project are safety improvements to the baseball and softball fields to include completion of the perimeter fence and construction of two new bullpens. A scoreboard and complete perimeter fence will be added to the existing softball field.
Transite Panel Projects at Aragon, Hillsdale and Mills
In October 2021 the Board of Trustees approved $56 million for general work on the transite panel projects at Aragon, Hillsdale and Mills High Schools. The project involves installing new exterior surfaces to each of the schools to encapsulate non-friable encapsulated asbestos panels to improve sustainability and the appearance of the buildings.
Work began in the summer of 2022 at Aragon, Hillsdale and Mills High Schools that will encapsulate transite panels to improve sustainability and improve the appearance of buildings. Projects at these schools also include replacing window glazing to reduce school energy costs. These projects are continuing through the summer of 2023 and are expected to be complete by August 2023.
Aragon
At Aragon, the work allows for encapsulating interior and exterior transite panels and the replacement of window glazing for energy efficiency. New wayfinding signage is being installed. Design elements will be modernized to emphasize important points of entry and improve the overall aesthetic at the school. The estimated project cost for Aragon is $18,872,420.
Hillsdale
At Hillsdale, transite panels are being encapsulated, and window glazing is being replaced with dual panes for energy efficiency. The school’s lift was replaced for access compliance and concrete will be refinished throughout the school. Exposed structural elements and surfaces are being painted throughout the campus. Exposed steel was painted to match the school’s new color scheme. Guardrail panels have been replaced throughout the campus. Roll-up doors are being replaced. Skylights will be installed to allow natural light to increase visibility and safety. The estimated project cost for Hillsdale is $ $20,804,097.
Mills Construction Update Summer 2024
Phase 2 of the Site Improvements Project at Mills High School began Summer 2024 and is slated for completion Fall of 2024.

Summer 2022 Completed Projects
In the summer of 2022 work was completed on:
- Burlingame Building A HVAC and Roof Replacement
- Hillsdale Domestic Water Pipe Replacement
- District-Wide Public Address System Project
- District-Wide Path of Travel Lighting Project
Field Renovations at Mills and Capuchino High Schools - Completed October 2020
Construction began in May 2020 at Mills and Capuchino High Schools to provide dramatic improvements to fields and stadiums at the schools. The project at Capuchino replaced the grass field with synthetic turf at the school’s stadium field.
The project at Mills included the same synthetic turf of the school’s stadium field. Synthetic turf fields are less costly to maintain. They reduce a large carbon footprint created by natural fields and allow teams to practice and play even if the weather is inclement. These projects will bring Mills and Capuchino into greater parity with the other four comprehensive schools in terms of facilities. Both stadium projects were budgeted at $2.3 million each and were completed in October 2020.
Surveillance Cameras - Completed June 2020
In June 2020 work began to install new surveillance cameras at schools across the District. The Board of Trustees is committed to providing a school environment that promotes the safety of students, staff, and visitors to school grounds. The Board also recognizes the importance of protecting District property, facilities, and equipment from vandalism and theft. The total cost for the project was $1.6 million. Work was completed over the summer of 2020.
